How can I prevent Safari from hiding address bar?

When scrolling in Safari on iPad, Safari automatically hides the address and favorites bar. How can I prevent this unwanted behavior?

Not Possible.

This is frustrating, but one alternative is to tap the small bar that remains. This brings back the address bar and whatever tabs you may have open.
