You can't without an app. You use the stock music app and sync music directly to the device via iTunes and you can listen offline all you want.

There are sites online in Safari where you can listen to music. Even YouTube if you do it right. But not Apple Music.

Welcome to iMore! Everything you do on an iOS device utilizes an app. Even placing a phone call uses the Phone app. Apple's stock app is great and, as @kch50428 stated, you can sync your own music using iTunes and have at it.
