How can I get iOS shortcuts to sync correctly (Mac and iOS)?

With iCloud Drive, iOS shortcuts (Settings > General > Keyboard > Shortcuts) are supposed to sync with other iOS devices AND with Mac OS (System Preferences > Keyboard > Text). Mine were syncing fine between two iOS devices and two Macs with iOS 7 (with the old "Documents and Data" function of iCloud), but it's been buggy ever since iOS 8. (I'll spare you the details, but basically, some devices sync, some don't, and the ones that do sync sometimes change with minor iOS and Mac OS software updates.)

I've called Apple about it, and Gruber talked about this problem on one of the recent episodes of The Talk Show, saying that he's talked to people at Apple too, so it may just be a bug that has no fix. Do you guys have any experience with this, or have you found any workarounds that fix the issue?

The rare times I ran into a similar situation, a reboot or signing out and then signing back in to iCloud immediately fixed the problem, but heck, I can't tell you when the last time it occurred.
