How can I get into my iCloud account to delete files to create more space

I followed the directions on screen i.e go into settings tap icloud. tap storage & backup, tap manage storage, then a tab supposed to appear for all my data that is stored but no such tab appears under manage storage so how in the world am i supposed to be able to manage my storage on my iPad if i cannot get into it?
