Someone stole my iPad about 2 years ago and I didn't have Find My iPad turned on. I could not locate no matter how many methods I tried. Luckily the person returned it to me, but if he didn't, I wouldn't have it anymore. If Find My iPad isn't turned on, you most likely won't find it.

Login to your iCloud account via a computer and then select the Find My iPhone option or use the Find My iPhone app on another iOS device. Enter your iCloud credentials and attempt to locate your iPad. If it not connected to the Internet, you will not be able to locate it until it connect, however, being that you stated that you disabled the Find my iPad feature, you've also disabled the iCloud activation lock which means that someone can simply reset your iPad and use it as his or her own and you will not be able to locate it.
