How can I fill in an emailed form on IPad?

I need to do a questionnaire on my iPad but it doesn't allow me to type anything on the form.

What format is the form in? .pdf, .doc, docx, or other? Whichever it is, be sure to have an app like Adobe Acrobat Reader, Microsoft Word, or another app that's associated with the format the form is in to be able to edit/annotate it.

Also, make sure that the form actually has fields that are designed to be filled in electronically.
