Unfortunately you can not. Apple has quit signing it. Apple usually quits signing old IOS's a couple days after a new one is introduced. You are going to have to use 9.

As @firedepot10 stated, Apple stopped signing iOS 7 a very long time ago so you're stuck with whatever version you're currently using. At this point, making sure you are on the latest version of iOS supported by your device (9.2) is going to be your best option IMHO.

I do regret upgrading to the latest iOS version.
