When the Notes app is open; to create a new note tap on the bottom far right icon (square with pencil). Type out your note. To delete it, tap on the note and then tap on the little garbage can on the far left bottom of the screen.
If you mean the Notes app itself, it's default and cannot be deleted from the stock OS.
