Volume down to focus has never been an iOS feature. You tap on the preview on where you want the focus to be. The volume buttons work as shutter buttons.

I read somewhere too that the volume down was supposed to focus and volume up for shutter.

A quick Google search turn up several hits for this, but none from any Apple source... perhaps it was talked about, but AFAIK, it was never implemented.
