Help with Photos on Mac

I haven't been able to find an answer to this question anywhere so I am hoping someone here can help. Forewarning, I am not super familiar with the Mac operating system so please be patient .

My question is, can the mac photos app be run off an external drive? My wife needs a new MBP, but we cant afford a 4tb option that she really needs for pictures. So we will need an external drive. But... as far as I know (I could be wrong with this part), pics on an external drive wouldn't be organized or managed by the photos app on the laptop would they? So is there a way to have the the app run off an external drive so she could keep her photos organized without needing a massive internal drive?

Reading this back, this is a bit confusing, please ask as many questions as possible. I will try to clarify whatever I can.
