Help- Notifications gone after iOS 7 JB

Like many have reported, evasi0n caused all of my apps (except stock apps) to disappear from the NC. It seems that many people readily fixed this by using iFile (or SSH or whatever) to delete /var/mobile/library/BulletinBoard/SectionInfo.plist and then rebooting. I've done this a few times, a few different ways (iFunbox, iFile... respringing, powerdown/powerup), but it still doesn't bring any apps back to the NC.

Advice greatly appreciated.

Relaunch those apps and a popup to allow notifications should appear then it that app should appear in the notification center settings page again.

I'm aware I can do that, but (1) I have a ton of apps and don't want to have to go through that, and (2) it doesn't work for all apps. Some of them don't prompt for permissions for notifications and don't show up at all in NC settings -- neither in the include nor the exclude sections.

That seems to be the only way to fix it. I have quite a few apps on my phone and I just did it for the ones that I wanted notifications for
