Reboot the cable modem, wireless router and the iPad. Afterwards, play a YouTube video and see if things improve.

Is the device loaded with apps & games, and could possibly be close to running out of storage space? If so, that could possibly be the culprit. If your wireless router supports different frequencies, place the iPad Air on a separate one than your other devices.

Yes, I've had exactly the same problem. My router is old and needs an update which could be my problem. Have you been able to resolve your issue? Other than a router upgrade I'm not seeing any easy fixes.

is that pretty simple to do ? not alot on ipad handful of games and music nothing big
Yes. Both frequencies should be enabled by default within the wireless router's settings, but you may have to check to make sure. If it is, the SSID for both should be readily viewable in the list of Wi-Fi networks your device is picking up. For example: One may be named "hotspot one" and the other 'hotspot one 5Ghz". Just connect it to the one depicting 5 Ghz.
