help for GSM , reset , ios 6.1.6

Would like to set this up for 12 year old. Mostly to have a phone to call or text , but i'm sure she would love you tube and some games.
This is my first experience with Apple ,i- phones , i-tunes.
I have i-tunes loaded on my pc , and it recognizes my device. But I can not find where or how to download apps. The phone does connect to my wifi . I believe this is a AT&T only phone ? , but can I get my phone 'going' without service at this time ? thanks for any advice...

1. Contact a local GSM cellular provider and activate the iPhone on its network. During the process, choose a data plan that’s affordable and sufficient for the person’s needs.

2. On the phone, create an Apple ID for the person who will primarily be using the phone.

3. Sign in to the iTunes & App Store on the device with the Apple ID.

4. Afterwards, the user will be able to initiate the App Store app on the device and install apps.

5. If the user is a kid, please keep track of the kid’s usage and monitor his or her app installs.

Keep in mind that since the device is supposedly running iOS 6, app selection will be very limited.
