Health App Does Not Appear in Notification Settings

After updating to iOS 10.2 yesterday, I've noticed that my Health app does not appear under Notifications in Settings. I have a red badge on the homescreen Health icon with a "1" on it that I can't clear. I'm paired with my Apple Watch, which should result in the app appearing in Notifications. Any ideas what the problem might be? I've rebooted, and re-paired my watch already.
