Having issues adding pictures to notes on OS X EL CAPITAN

Hey guys, so yesterday I was using notes on my MBP, I saved a picture from the web, but when I went to Notes and clicked the "add photo" button, the picture was not there, so I had to go to my pictures and copy/paste in my notes. Why?

Here's how it works for me...

I control+click/ or right-click on a web image... on the menu that comes up - copy image - go to notes - paste... works fine for me doing that...
