In the brief time I had 13.1.1 running on my iPad (mini 4) it was terrible, glitch, freeze, wifi far worse than I've seen, ever. During the update process, the progress bar had stalled at about 1/2" and stayed there for about 2 hours, then resumed to completion. Having that happen, I did not update the phones or my wife's iPad to 13.1.1. When 13.1.2 dropped, figuring I really had nothing to lose, as in its present condition I was contemplating a complete restore anyhow, I did 13.1.2. It took less than 10 minutes and my iPad is now 'as good or better' than its ever been, like new. So, emboldened I did the 2 phones (8Plus) and my wife's iPad Air 2 with the same excellent result. The updates there too were unbelievably quick - All 4 devices had 13.1 but not the original iOS 13, as I usually let brand new iOS software wait a bit.
