I am trying to activate my iphone 7, however I am getting a message that this iphone cannot be activated for service, please contact your service provider or apple.
I am able to see the 4G network if i put a sim in the phone, but not able to get past this message.
I have tried updating and restoring the phone to no avail. Please help.

Hello, and welcome to iMore!

Is this a brand new phone, or did you buy it used? If it's new and never been owned before then take it back to where you purchased it and they should be able to help you. If you purchased it used, that message looks like the phone is locked due to an unpaid bill or it may be stolen.
