I had my iPad stolen and have bought new one, set up as new so I have new ID. How can I get my photos from iCloud to new iPad. Thanks for any help, I'm a bit thick at this!

When you configure iCloud with your 'new' iPad, make sure that the photo options are enabled. If you made a recent backup with the old iPad, either via iCloud or iTunes, you can restore that backup to your new iPad and your photos should be restored as well.
