For Beta testers, is ios 7.1 battery life any better?

My ios 7.0.6 battery life is total garbage. will ios 7.1 fix this?

Nope because its not the OS that is the problem. However for the record 7.1 b5 battery life is still outstanding and does not create any battery issue. 99% of the issues are apps or configurations or hung up network settings etc not the actual iOS itself. Try settings>reset>reset all settings and see if that helps in your particular case
