After a lengthy chat session with Apple we discovered the issue. If you have an Apple Watch and cannot receive phone calls and TMobile is your carrier it is likely an issue with WiFi calling. Go to Settings on your iPhone. Then Phone. Tap Wi-Fi Calls. If Allow Wi-Fi Calls is on, turn it off.
