So I was wondering if I had iTunes Match and let's say I bought an album or song from another digital service when I iTunes Match can my family members see that in my purchases and download those?

I'm not sure but my guess would be a hard 'no'.
Since the song is not purchased but simply added, there is no purchase for your family to download.
For that purpose there is Music with a Family plan.
