Error messages

Do all of the error messages mean the same thing? Like if I get internal error or whatever and then another one is 403 forbidden. Do they all mean that cydia is just busy? Because 403 forbidden sounds like I'm not allowed to do something

yup every error is because of server overload.
just different titles, but all same cause
