Email checking issues

I am having issues with the stock email app. Even though I have it set to fetch every 15 minutes it will go sometimes for hours before checking. I have verified that it is not set to manual under mail, calendar>fetch new data and I have reset network data. Also I have reset the phone through iTunes on my pc to a "new iPhone" default setting and none of that has worked. Has anyone had this same issue and if so been able to fix it? Thanks

Are you sure you
You're getting incoming mail? Have you tried emailing yourself an email to see what happens? Have you set notifications in Settings > Notifications?
