downloading photos from computer

I can download photos/groups of photos from my computer to i pad mini. then when I attempt to download another group of photos the ones previously downloaded disappear. My i pad is new with lots of capacity.
What steps am I missing in order to keep all downloaded photos on my i pad?

I have an iphone 5. The first time i hooked it up to the computer to download my photos, pictures from my computer were sent to my phone and now I can't do anything with them. The phone wont let me delete them or take them off my phone. I went to the apple store and they told me when I go to itunes, to go to the photo tab and change the setting. When I go to itunes, there is no photo tab. Does anyone know how I can get these photos off my phone??? Please help!
