I downloaded a movie I had on my iCloud drive to my phone. I want to keep it on the iCloud, but don't want to keep it on my phone. How do I delete it from my phone, but not iCloud? Thanks for any help.

You will have to disable iCloud Drive on the device, but as soon as you re-enable it, it will sync with iCloud. iCloud, in and of itself, is arguably more about syncing opposed to storage, in my opinion.

You could connect your phone to a computer and pull the video off of your phone via iTunes. Then save it to your computer. From your computer, go to iCloud.com and you can place the video into a folder on your iCloud Drive from the web interface.
