Each vehicle is different. The one on my center console doesn't work while the car is off but the one in the armrest does. I have a Charger and a Jeep

Some times yes sometimes no. Depends on the car. My wife's car-2015 Sonata only has power at USB port when car is on or running. My truck-2014 Ram 1500 has 2 USB ports, a 115 v outlet and I think 3 cigarette charging ports. Some work with the truck off some only work with the truck on or running.
