Does anybody have cellular for just their watch?

My new company doesn’t support the 3 and I just handed it down to my teen when I got 7. Do you have to have your phone on the account in order to get service for your watch?

Yes. Although you don’t need your iPhone to be present to accept a phone call on your Watch, the phone number of the iPhone is still linked to your Watch.
