What is the exact steps in buying energy I don't want to hit anything without knowing full steps and do u need credit card or PayPal to make purchases I need to know BC my kids want to play and they will not have credit card or PayPal no access to them so will they be able to purchase

If you're talking in app purchases, yes... There needs to be some kind of payment method on file or store credit applied via iTunes gift cards available via the AppleID the child is using.
