Do me and a friend have to reset the network to FaceTime each other?

I have a iPhone 5s and my friend has iPhone 4 do both of us have to reset the network to FaceTime each other

Not unless you're experiencing network-related problems. You both simply sign in to FaceTime with your Apple ID and passcode on your own device and then initiate the FaceTime app. After that, one of you FaceTime call the other. Make sure you both are connected to the Internet.
