Question do I need to give apple my phone number to download an app?

Hi
If I want to download an app from the app store, do I need to give apple my phone number? I had to set up an app store before but for the life of me I can't remember if it was just email or they also require phone number. I remember there was a payment screen with options credit card, paypal, none and I clicked on none. but I can't remember much else.
if they do require a phone number, do they care if it's voip? or they want the phone number to resolve to a legit carrier?

As for the number being associated with a VOIP account, I don’t think it matters.

I don't think it's necessary you give a phone number to purchase apps. Mostly you need your email or Apple ID, a payment method, and billing address. I free apps only, you can enter none, instead of a payment method.
