Discounts on new 4G ?

I just got a 3GS in January and I was wondering if Apple gave discounts to people that wanted to upgrade .

Apple doesn't do discounts. The discounts ( if applicable ) are through the cellular carrier. AT&T offers early upgrade and upgrade/new customer prices after 1 yr and 2yrs in a contract. If you've only been in your contract since January you won't be eligible for early upgrade pricing. If you aren't in a contract and purchased your 3GS at full price or from a friend or something like that, you should be eligible for some sort of upgrade pricing. You should contact your carrier to see where you are in your contract.

You are eligible for full discount after "serving" 12 - 20 months of your 24 month contract. The more you bill is the early you are able to upgrade. They also offer early upgrade which is $200 more than the full discount, but still $200 less than the full price. I'm not sure when you fall into this early upgrade category, but there is a small chance you will, depending on how much your bill is.
