Is this the same as the Apple ID I use when I buy stuff from the I store?

Welcome to iMore. It is not the same. Restrictions passcode is a 4 digit code you setup to use Restrictions on your phone. I just completed a guide on the use of Restrictions, which should help you if you want to set it up. It is located here. Very informative guide.
