Dictionary empty, define button missing on iPhone 5 iOS 6

On my new iPhone 5, the dictionary failed to download the first time I activated the popup menu system (why doesn't it come pre-installed? Maddening!) Since then, Dictionary in iBooks has been empty, and the Define button MIA from the system-wide popup.

I've tried changing languages, doesn't help.

Anyone know a fix or way to force-redownload?
