My iPhone 5s and iPad Air Lightning USB cables (not the wall adapters) are almost dead. They came with my iPhone and iPad when I got them in November and December. I am nowhere near an Apple Store but I will be next weekend. Will the Apple Store replace the cables for free since the iPhone and iPad are still under warranty (no Apple care) or will I be better off just getting new cables at Best Buy or the Verizon Store?

Apple Inc. of One Infinite Loop, Cupertino, California, U.S.A. 95014 (“Apple”) warrants the Apple-branded iPhone, iPad or iPod hardware product and accessories contained in the original packaging (“Apple Product”) against defects in materials and workmanship when used normally in accordance with Apple's published guidelines for a period of ONE (1) YEAR from the date of original retail purchase by the end-user purchaser ("Warranty Period"). Apple’s published guidelines include but are not limited to information contained in technical specifications, user manuals and service communications.

Technically, the cables are not covered just like brake pads are not covered under a car warranty. However, if you're nice and polite at the Apple Store, they will often give them to you for free anyway assuming the device is under warranty.
They are covered under the iOS device warranty. The Genius Bar will swap them.
