Sorry for the NEWBIE question... But... Do you need to be connected to the internet to use Cydia and/or Installer? Or are there already pre-loaded themes etc on the program which just need to be extracted. Thanks.

Yes you have to be connected to the internet/3G/Edge to install things from Cydia and Installer.
You can surf through Cydia's content without a connect but you can't download anything.
You can SSH and add things without Cydia but you'll need to find a connection to download the program from Cydia. Kind of a bummer.
