No such setting on my iPhone 6 Plus. Upgraded via iTunes. Maybe it's something the carrier can make go away with their setting update (I got a VZW Carrier setting update after the FW update)?

My understanding was that you have to download an app that gives an extension to safari that blocks certain content. It is not a feature built into iOS 9. However, I don't see any apps in the store that do this yet.
