Siri doesn't give me enough time to tell it a telephone number to call. How do I configure it for more time?

Create a contact for that particular number and then tell Siri to call that person or entity.

You can't change the settings for Siri beyond location, male or female voice so following the advice above is your best bet.

It is not time efficient to create a new contact everytime I want to call an ad or number I hear on the radio.

Also, I do ask Siri to read my email, but it only reads the first few lines. How do I get it to read the entire email?
