Choppy Video Playback (Safari)

Is anyone else having very choppy video playback ? Any website I'm on & attempt to watch a video, the video freezes up but u can still hear feedback. Then the video will catch up, then do it all over again.

No, not on iPhone, iPad, or iMac.

I don't have that. Have you tried deleting cache and history.
