Hi.
Ipad was not protected and I have changed password and removed it as my device.
I can still excess all my apple apps without signing in, like Find Friends, Messaging on my Iphone.
Question--Will changing my Apple ID (email) fix it so the thieve won't be using my Apple Apps

If the device didn't have a lock screen passcode then yes, they can access all of whatever is on the device. Since you've changed your Apple ID and passcode, they will be unable to make any new purchases without knowing the aforementioned ID & passcode, however, they will still be able to access what is currently on the device unless you remotely wipe it from the iCloud website via the Find My iPhone option therein. You can also remotely set a lock screen passcode. Then again, since you've removed it from your list of devices, you may not be able to do the above. Anyway, contact your wireless carrier and let them know the device has been stolen.
