Cellular data that was initially turned off for some applications not turning on after iOS 9 update

I turned off cellular data for some applications as they were being charged by my service provider. After the update, I tried turning them on but they aren't turning on. They automatically are toggled off as soon as I close the settings screen. The ones I left open before the update are the only apps working with cellular data currently. Please help

I had the same problem problem over the weekend. I ended up having to do a full reset to get the problem fixed. Once I did haven't seen it return yet.

Same thing happened with my Mom's 6. We just had to shut it completely off and then turn it back on again and it worked.
