Cellular Data setting for some program keeps turning off when set on, why?

Cellular Data setting for some progam keeps turning off when set on.

Running ISO 9. In Cellular Data setting, I am only to check on half of the programs, If I checked the other ones on it revents back to Data off for that program. Tried to reboot, etc. but no luck

May be a bug that gets corrected in the next iOS release...

Are you using the latest beta? I am not seeing that on my b5 device.

I am currently using the newest Beta 9.1. I was having the same problem with the Data version 3 of the ios 9..
