Can't install apps on iPhone 4S w/ iOS7

So about a week ago my phone stopped letting me install apps. Both through iTunes or App Store on the phone. When I tap to install the circle spins, then just resets. And no luck on iTunes either. Anyone else had this same problems?

I can only assume that restrictions have been set preventing you from installing any new apps. If you're a kid, get with your parents to have them to disable the restrictions preventing you from installing apps.

LoL - "if you're a kid, get with your parents to have them disable restrictions". Well, if this was my son's iPhone perhaps I could see your point. There are no restrictions set, I've tried signing out of app store and back in etc. Noticed there is an update available, but that will get rid of my jailbreak so I'd rather not update. Any suggestions?

Since you said your jailbroken, maybe there is a tweak that is causing your problem. Do you remember installing any tweaks right before this started happening? If not, you may want to uninstall them 1 by 1 until you find the culprit.

Also updating to 7.0.6 is highly advisable as it patches a big security risk on your phone. You will also be able to rejb your phone as it is compatible.

Hmm...no new tweaks recently at all. Maybe I'll try the upgrade and then re jail break and see if that fixes it...

Sounds like the Settings > General > Restrictions are in place.
