Can you reprogram Iphone to Itouch

I have a 3g-16g Iphone that i don't want to pay a network charge. Can it be reprogramed to an Itouch?

Will itunes let me set up an account with an iphone without a simm card?

If the phone has alerady been activated, you're fine. I had an iTunes account years before the iPhone was invented...so no, one is not dependent on the other.

Complete reset

I did a complete reset on my Ipone which is not activated with at&t. When I connected with Itunes it now asks for a sim card to connect. What are my options?
