Can you locate a switched off iPhone 5S?

NO if you are asking by logging into iCloud and using the Find My Phone App. unless you have Find My Phone on the phone on and logged in to it. I should also include that Location Services should be on as well. If you log into iCloud under your devices it is going to be a green dot that your phone is online or a grey dot that you are offline. So the next time if everything else was in place and turned on then it will turn green saying it has been turned on.

The iPhone has to be transmitting a signal in order to use location services to find it...if the phone is off, it isn't sending out a signal.
