Can you delete pictures off of iPhone but still have them in iCloud?

I cannot for the life of me figure out how to do this. I know there simply MUST be a way to do it, otherwise, the iCloud is rather pointless, unless your phone breaks. I'm running out of space and would like to simply leave them backed up on iCloud, but delete them off the phone. Thank you!

You can also use cloud based apps like Box, Dropbox and OneDrive for storage of photos and videos. Works for me.
