Can iPad mini's text to non-Apple products?

I am trying to text to a non-Apple phone from my iPad mini but it shows up in red. Is this not possible?

It's possible if you enable the feature from the iPhone. It's under settings messages and text forwarding. Not sure it's possible if you don't have an iPhone.

You can also use other messaging apps to communicate with someone who does not have an iPhone. They would also have to download the app.
