I think I figured it out. The AT&T iPhone 4S version doesn't come with bloatware. Every Verizon phone (when I was with that carrier) had so much Verizon-branded bloatware (including the screen-printed VZW logo prominently displayed on both the front and back) that it choked the phone's normal operation.
Maybe if you copy over some Verizon-branded bloatware it would work on Verizon.
