Is it safe or it will harm the battery life of iPhone 7. On 12 w charger it is written output voltage is 5.1 V i think the iPhone needs only 5 V.

Why do you think that?

Anyway, there is no harm in using an iPad charger on any iPhone.
Even Apple’s website says so.

At our house we have been only using 10W and 12W iPad chargers for our iPhones.

Tip: when using third party cables make sure they support 12W charging (often marked as 2.4A). Otherwise, the cord is going to be a bottleneck throttling charging speed down. Also, don't buy cables longer than 1m (3.3ft), longer cables charge slower.
