Can I upload multiple Photos libraries to iCloud Photo Library?

It seems I can only manage iCloud Photo library through my "System Photo Library". I have another library on the same computer I'd like to upload to iCloud as well. Currently, it's only uploading the one library. Any suggestions would be appreciated. Thank you.
