Can I track other iphone activity through Handoff?

I am wondering if iphones (under the same icloud account) can be utilized to track activity on each other? And, if so, Handoff is only for iOs functions, correct? No apps outside of what Apple themselves offer?

It depends on your definition of "track". With Handoff, you can switch devices and continue doing what you were doing on a different device. Handoff is only for iOS and OS X devices.
